If we see, as the first prerequisite for creating states, the conception of work as social duty, so the second necessary ingredient is racial health and purity. And nothing helped the northern conquerors more against the lazy and rotten southern races than the refined strength of their race.
States would remain an empty vessel if not decorated with that which we normally call culture. If we removed everything and kept just railways, ships, etc. The moment their great, inborn imagination could act in great, free areas, it created everywhere immortal works. We see this process repeated continuously even in the smallest scale. We know that art, for example the beauty of German towns, always depended on political development of these towns; that it was political considerations which moved Napoleon III to regulating of the Boulevards and Friedrich the Great to establishing Unter den Linden. Similarly in Munich where it was obvious that the city could not become an industrial center and so art was chosen to elevate the rank of the city, which now everyone who wants to get to know Germany must visit. The case was similar with other arts. The moment the small, powerless statelets began to unite into one state, then also one German art, proud of itself, began to grow. The works of Richard Wagner appeared in the period when shame and powerlessness were replaced by a unified, great German Reich. And so, not just art is dependent on the state, on the politics of the state; the same is the case with work itself because only a sound state is in the position to give the opportunity of working to its citizens and let them use their talents.
The opposite is the case with the race in relation to everything else. A state with a rotten, sick and unsound race will never produce great works of art or make great politics, or at least bask in abundance. Each of these factors depends on the others. And only when all of them complement each other, can we say: There is harmony in the state, the way we Germanics understand it. Can the Jew build a state? Now we have to ask ourselves the question: How about the Jew as a state builder?

Успехи этой политики новых экономических и социальных отношений в нашем народе, которые, планомерно преодолевая сословные и классовые противоречия, имеют своей конечной целью создание подлинного народного сообщества, уникальны во всем мире. Но еще во время наступления наших войск в Польше советские правители внезапно, вопреки договору, выдвинули притязания также на Литву. В Лондоне решили направить послом в Москву мистера Криппса. Он получил четкое задание при любых обстоятельствах восстановить отношения между Англией и Советской Россией и развивать их в английских интересах. I considered it, however, necessary to make it clear to the Government in Warsaw that just as they desire access to the sea, so Germany needs access to her province in the east. Now these are all difficult problems. It is not Germany who is responsible for them, however, but rather the jugglers of Versailles, who either in their maliciousness or their thoughtlessness placed 100 powder barrels round about in Europe, all equipped with hardly extinguishable lighted fuses. These problems cannot be solved according to old-fashioned ideas; I think, rather, that we should adopt new methods.
Their importance is exclusively psychological and economic. To accord military importance to a traffic route of this kind, would be to show oneself completely ignorant of military affairs. Consequently, I have had the following proposal submitted to the Polish Government:- 1 Danzig returns as a Free State into the framework of the German Reich. In return, Germany is prepared:- 1 To recognise all Polish economic rights in Danzig. The Polish Government have rejected my offer and have only declared that they are prepared 1 to negotiate concerning the question of a substitute for the Commissioner of the League of Nations and 2 to consider facilities for the transit traffic through the Corridor. I have regretted greatly this incomprehensible attitude of the Polish Government, but that alone is not the decisive fact, the worst is that now Poland, like Czecho-Slovakia a year ago, believes, under the pressure of a lying international campaign, that it must call up troops, although Germany on her part has not called up a single man and had not thought of proceeding in any way against Poland.
As I have said, this is in itself very regrettable and posterity will one day decide whether it was really right to refuse this suggestion made this once by me. This-as I have said-was an endeavour on my part to solve a question which intimately affects the German people by a truly unique compromise, and to solve it to the advantage of both countries. According to my conviction Poland was not a giving party in this solution at all but only a receiving party, because it should be beyond all doubt that Danzig will never become Polish. The intention to attack on the part of Germany, which was merely invented by the international press, led as you know to the so-called guarantee offer and to an obligation on the part of the Polish Government for mutual assistance, which would also, under certain circumstances, compel Poland to take military action against Germany in the event of a conflict between Germany and any other Power and in which England, in her turn, would be involved. This obligation is contradictory to the agreement which I made with Marshal Pilsudski some time ago, seeing that in this agreement reference is made exclusively to existing obligations, that is at that time, namely, to the obligations of Poland towards France of which we were aware. To extend these obligations subsequently is contrary to the terms of the German-Polish non-aggression pact.
Under these circumstances I should not have entered into this pact at that time, because what sense can non-aggression pacts have if in practice leaves open an enormous number of one partner exceptions. There is either collective security, that is collective insecurity and continuous danger of war, or clear agreements which, however, exclude fundamentally any use of arms between the contracting parties.

For too long has this democratic State forced other nationalities, without asking them, into a structure manufactured at Versailles. As good democrats they began to oppress and mishandle the majority of the inhabitants. They tried gradually to enforce on the world their view that the Czech state had a special mission to perform in the world. The Constitution of the Czech State, as it was by democrats, was not rooted in the people but served the political aims of those who oppressed the majority of the inhabitants. In view of these political aims, it had been found necessary to construct this Constitution in a manner giving the Czechs a predominant position in the State. He who opposed such encroachment is an enemy of the State and according to democratic conceptions of the State, an outlaw. The so-called nation of the Czechs has thus been selected by Providence, which in this case made use of those who once designed Versailles, to see that no one rose against this purpose of the State. Should, however, some one belonging to the majority of the oppressed people of this nation protest against this, the nation may knock him down with force and kill him if it is necessary or desired. But it is something most natural that compels us Germans to take an interest in this problem. Among the majority of nationalities that are being suppressed in this State there are 3,500,000 Germans. These Germans, too, are creatures of God. The Almighty did not create them that they should be surrendered by a State construction made at Versailles to a foreign power that is hateful to them, and He has not created 7,000,000 Czechs in order that they should supervise 3,500,000 Germans or act as guardians for them and still less to do them violence and torture. The conditions in this nation are unbearable, as is generally known. Politically more than 3,500,000 people were robbed in the name of the right of self-determination of a certain Mr. Wilson of their self-determination and of their right to self-determination. Economically these people were deliberately ruined and afterward handed over to a slow process of extermination. These truths cannot be abolished by phrases. They are testified to by deeds. The misery of the Sudeten Germans is without end. They want to annihilate them. They are being oppressed in an inhuman and intolerable manner and treated in an undignified way. When 3,500,000 who belong to a people of almost 80,000,000 are not allowed to sing any song that the Czechs do not like because it does not please the Czechs or are brutally struck for wearing white stockings because the Czechs do not like it, and do not want to see them, and are terrorized or maltreated because they greet with a form of salutation that is not agreeable to them, although they are greeting not Czechs but one another, and when they are pursued like wild beasts for every expression of their national life. This may be a matter of indifference to several representatives of our democracies or they may possibly even be sympathetic because it concerns only 3,500,000 Germans. I can only say to representatives of the democracies that this is not a matter of indifference to us. And I say that if these tortured creatures cannot obtain rights and assistance by themselves, they can obtain both from us. An end must be made of depriving these people of their rights. I have already said this quite clearly in my speech of February 22. It was a short-sighted piece of work when the statesmen at Versailles brought the abnormal structure of Czechoslovakia into being. It was possible to violate the demands of millions of another nationality only so long as the brother nation itself was suffering from the consequences of general maltreatment by the world. To believe that such a regime could go on sinning without hindrance forever was possible only through a scarcely credible degree of blindness. I declared in my speech of February 22 before the Reichstag that the Reich would not tolerate any further continued oppression of 3,500,000 Germans, and I hope that the foreign statesmen will be convinced that these were no mere words.
I wanted to prevent this. I know well enough that I should not have been successful if Poland had had a democratic Constitution. For these democracies which indulge in phrases about peace are the most bloodthirsty war agitators. In Poland there ruled no democracy, but a man; and with him I succeeded, in precisely twelve months, in coming to an agreement which, for ten years in the first instance, entirely removed the danger of a conflict. We are all convinced that this agreement will bring lasting pacification. We realise that here are two peoples which must live together and neither of which can do away with the other. A people of 33 millions will always strive for an outlet to the sea. A way for understanding, then, had to be found; it has been found; and it will be ever further extended. Certainly things were hard in this area. The nationalities and small national groups frequently quarrelled among themselves. But the main fact is that the two Governments, and all reasonable and clear-sighted persons among the two peoples and in the two countries, possess the firm will and determination to improve their relations. It was a real work of peace, of more worth than all the chattering in the League of Nations Palace at Geneva. There can scarcely be any difference of opinion to-day among the true friends of peace with regard to the value of this agreement. One only needs to ask oneself what might have happened to Europe if this agreement, which brought such relief, had not been entered into five years ago. In signing it, this great Polish marshal and patriot rendered his people just as great a service as the leaders of the National Socialist State rendered the German people. During the troubled months of the past year the friendship between Germany and Poland was one of the reassuring factors in the political life of Europe. The German and Polish statements regarding these negotiations are to be found in the annexed documents. Here, too, the Peace Treaty of Versailles-of course intentionally-inflicted a most severe wound on Germany.
