Перед нами великая задача будущего: проведение планомерной расовой политики. В общем, я лично полагаю, что немцев следует из Венгрии изъять, если только мы действительно желаем жить в мире с венграми. Этот вопрос надо обдумать всесторонне. Иное решение возможно, пожалуй, в том случае, если мы захотим вновь превратить Дунай в немецкую реку на всем его протяжении. Но тогда политика должна быть другой. Одно из решений может состоять в переселении всех внеимперских немцев, проживающих к юго-востоку от Германии, на берега Дуная. Ведь венгры с румынами все равно никогда не помирятся, даже если увидят после этой акции в лице Германии общего врага. Жителям Баната надо тоже дать такую же хорошую землю. Если я буду иметь на Востоке 1,5 миллиона внеимперских немцев, то я должен построить автомагистраль длиной в 1500 км и нанизать на нее, словно жемчужины на нитку, поселения через каждые 50-100 километров, а также основать несколько более значительных по своему размеру городов. Правда, даже если принять эту точку зрения, то все же приходишь к выводу, что Север важнее Юга. Однако: Дунай есть Дунай, его ничем не заменишь.
Нужно колонизовать и район Железных Ворот, чтобы никто не мог их закрыть. К сожалению, это очень плохая область. Хороших немцев туда не посадишь. The late Marshal Pilsudski, who was of the same opinion, was therefore prepared to go into the question of clarifying the atmosphere of German-Polish relations, and, finally, to conclude an agreement whereby Germany and Poland expressed their intention of renouncing war altogether as a means of settling the questions which concerned them both. This agreement contained one single exception which was in practice conceded to Poland. It was laid down that the pacts of mutual assistance already entered into by Poland-this applied to the pact with France- should not be affected by the agreement. But it was obvious that this could apply only to the pact of mutual assistance already concluded beforehand, and not to whatever new pacts might be concluded in the future. It is a fact that the German-Polish Agreement resulted in a remarkable lessening of the European tension. Nevertheless, there remained one open question between Germany and Poland, which sooner or later quite naturally had to be solved-the question of the German city of Danzig. Danzig is a German city and wishes to belong to Germany. On the other hand, this city has contracts with Poland, which were admittedly forced upon it by the dictators of the Peace of Versailles. But since, moreover, the League of Nations, formerly the greatest stirrer-up of trouble, is now represented by a High Commissioner-incidentally a man of extraordinary tact-the problem of Danzig must in any case come up for discussion, at the latest with the gradual extinction of this calamitous institution. I regarded the peaceful settlement of this problem as a further contribution to a final loosening of the European tension. For this loosening of the tension is assuredly not to be achieved through the agitations of insane warmongers, but through the removal of the real elements of danger. After the problem of Danzig had already been discussed several times some months ago, I made a concrete offer to the Polish Government. I now make this offer known to you, Gentlemen, and you yourselves will judge whether this offer did not represent the greatest imaginable concession in the interests of European peace. As I have already pointed out, I have always seen the necessity of an access to the sea for this country, and have consequently taken this necessity into consideration. I am no democratic statesman, but a National Socialist and a realist. I considered it, however, necessary to make it clear to the Government in Warsaw that just as they desire access to the sea, so Germany needs access to her province in the east. Theater, Kinos, Musiksдle bleiben voll im Betrieb. Der Rundfunk wird bestrebt sein, sein Programm noch zu erweitern und zu vervollkommnen. Wir haben durchaus nicht die Absicht, ьber unser Volk eine graue Winterstimmung heraufzubeschwцren. Was dem Volke dient, was seine Kampf- und Arbeitskraft erhдlt, stдhlt und vermehrt, das ist gut und kriegswichtig. Das Gegenteil ist abzuschaffen. Ich habe deshalb als Ausgleich gegen die eben geschilderten MaЯnahmen angeordnet, dass die geistigen und seelischen Erholungsstдtten des Volkes nicht vermindert, sondern vermehrt werden. Soweit sie unseren Kriegsanstrengungen nicht schaden, sondern sie fцrdern, mьssen sie auch von Seiten der Staats- und Volksfьhrung eine entsprechende Fцrderung erfahren. Das gilt auch fьr den Sport. Der Sport ist heute keine Angelegenheit bevorzugter Kreise, sondern eine Angelegenheit des ganzen Volkes.
K-Stellungen sind auf dem Sportgebiet gдnzlich sinnlos. Der Sport hat ja die Aufgabe, die Kцrperkraft zu stдhlen, doch wohl in der Hauptsache zu dem Zweck, sie wenigstens in der schlimmsten Notzeit des Volkes zum Einsatz zu bringen. Das alles will auch die Front. Das fordert mit stьrmischer Zustimmung das ganze deutsche Volk. Es will jetzt nichts mehr hцren von kriegsunwichtiger Betriebsamkeit und дhnlichen Wichtigtuereien, die nur Zeit und Aufwand erfordern. Es will nichts mehr hцren von einem ьberspannten umstдndlichen Fragebogenunwesen fьr jeden Unsinn. Es will sich nicht in tausend Kleinigkeiten verzetteln, die fьr den Frieden vielleicht wichtig waren, fьr den Krieg aber keine Bedeutung besitzen. Es braucht auch nicht unter dauernder Erinnerung an das schwere Opfer unserer Soldaten in Stalingrad an seine Pflicht gemahnt zu werden. Es weiЯ, was es zu tun und was es zu lassen hat.
So wie der Fьhrer dem ganzen Volke ein Beispiel gibt, so muss das ganze Volk in allen seinen Schichten sich dieses Beispiel auch zum Vorbild nehmen. Wenn er nur Arbeit und Sorgen kennt, so wollen wir ihm Arbeit und Sorgen nicht allein ьberlassen, sondern den Teil, den wir ihm abnehmen kцnnen, auch auf uns nehmen. Die Zeit, die wir heute durchleben, hat in ihrer ganzen Anlage fьr jeden echten Nationalsozialisten eine verblьffende Дhnlichkeit mit der Kampzeit. Da und immer haben wir so gehandelt. Wir sind immer mit dem Volke durch dick und dьnn gegangen, und darum ist das Volk uns auch auf allen Wegen gefolgt. Wir haben immer mit dem Volke gemeinsam alle Lasten getragen, und deshalb schienen uns die Lasten nicht schwer, sondern leicht zu sein. Das Volk will gefьhrt werden. Noch niemals gab es in der Geschichte ein Beispiel dafьr, dass in einer kritischen Stunde des nationalen Lebens das Volk einer tapferen und entschlossenen Fьhrung die Gefolgschaft versagt hдtte. Ich mцchte in diesem Zusammenhang auch ьber einige praktische MaЯnahmen des totalen Krieges, die wir bereits getroffen haben, ein paar Worte verlieren.
Diesen beiden Zielen mьssen alle anderen Bedьrfnisse untergeordnet werden, selbst auf Kosten unseres sozialen Lebensniveaus wдhrend des Krieges. Das soll nicht eine endgьltige Stabilisierung unseres Lebensstandards darstellen, sondern gilt nur als Mittel zur Erreichung des Zweckes, nдmlich des eines totalen Sieges. Es mьssen im Rahmen dieser Aktion hunderttausende von U. K-Stellungen in der Heimat aufgehoben werden. Diese U. K-Stellungen waren bisher notwendig, weil wir nicht ausreichend Fach- und Schlьsselkrдfte zur Verfьgung hatten, die die durch Aufhebung der U. K-Stellungen leer werdenden Plдtze besetzen konnten. Es ist der Sinn der getroffenen und noch zu treffenden MaЯnahmen, die dafьr benцtigten Arbeitskrдfte zu mobilisieren. Darum geht unser Appell an die noch auЯerhalb der Kriegswirtschaft stehenden Mдnner und die bisher noch auЯerhalb des Arbeitsprozesses stehenden Frauen.
Sie werden sich diesem Appell nicht versagen wollen und auch nicht versagen kцnnen. Die Arbeitspflicht fьr Frauen ist sehr weitschichtig gefasst worden Das heiЯt aber nicht, dass nur diejenigen, die im Gesetz genannt worden sind, arbeiten dьrfen. Jeder ist uns willkommen, und je mehr sich fьr den groЯen Umschichtungsprozess in der inneren Wirtschaft zur Verfьgung stellen, umso mehr Soldaten kцnnen wir fьr die Front freimachen. Unsere Feinde behaupten, die deutschen Frauen seien nicht in der Lage, den Mann in der Kriegswirtschaft zu ersetzen. Das mag fьr bestimmte schwere kцrperliche Arbeiten unserer Kriegsfertigung zutreffen. Darьber hinaus aber bin ich der Ьberzeugung, dass die deutsche Frau fest entschlossen ist, den Platz, den der Mann, der an die Front geht, freimacht, in kьrzester Frist voll auszufьllen. Wir brauchen uns da gar nicht auf bolschewistische Beispiele zu berufen. Auch in der deutschen Kriegswirtschaft sind seit Jahren schon Millionen bester deutscher Frauen mit grцЯtem Erfolg tдtig, und sie warten mit Ungeduld darauf, dass ihre Reihen baldigst durch neuen Zuzug vermehrt und ergдnzt werden. Alle die, die sich fьr diese Arbeit zur Verfьgung stellen, erfьllen damit nur eine Dankespflicht der Front gegenьber.
Hunderttausende sind schon gekommen, hunderttausende werden noch kommen. In kьrzester Zeit hoffen wir damit Armeen von Arbeitskrдften freizumachen, die ihrerseits wieder Armeen von kдmpfenden Frontsoldaten freistellen werden. Ich mьsste mich sehr in den deutschen Frauen tдuschen, wenn ich annehmen sollte, dass sie den hiermit an sie ergehenden Appell ьberhцren wollten. Sie werden sich nicht in engherzigster Weise an das Gesetz anklammern oder gar noch versuchen, durch seine Maschen zu entschlьpfen. Im Ьbrigen wьrden die wenigen, die solche Absichten verfolgen, damit bei uns nicht landen. Arztliche Atteste werden statt der aufgerufenen Arbeitskraft nicht als vollwertig angenommen. Auch eine etwaige Alibi-Arbeit, die man sich beim Mann oder beim Sciiwager oder bei einem guten Bekannten verschafft, um sich unbeaufsichtigt weiter an der Arbeit vorbeidrьcken zu kцnnen, wird von uns mit entsprechenden GegenmaЯnahmen beantwortet werden. Die wenigen, die solche Plдne verfolgen, kцnnen sich damit in der цffentlichen Wertung nur selbst erledigen. Das Volk wird ihnen die grцЯte Verachtung zollen.
Niemand verlangt, dass eine Frau, die dazu nicht die nцtigen kцrperlichen Voraussetzungen mitbringt, in die schwere Fertigung einer Panzerfabrik geht. Es gibt aber eine Unmenge von Fertigungen auch in der Kriegsindustrie, die ohne allzu starke kцrperliche Anstrengung geleistet werden kцnnen und fьr die sich eine Frau, auch wenn sie aus bevorzugten Kreisen stammt, ruhig zur Verfьgung stellen kann. Niemand ist dafьr zu gut, und wir haben ja nur die Wahl, hier etwas Ganzes zu tun oder das Ganze zu verlieren. Es wдre auch angebracht, dass Frauen, die Dienstpersonal beschдftigen, jetzt schon diese Frage einer Ьberprьfung unterzцgen. Allerdings ist dann das Leben nicht mehr so gemьtlich wie im Frieden. Aber wir leben ja auch nicht im Frieden, sondern im Kriege. Gemьtlich werden wir es uns wieder machen, wenn wir den Sieg in Hдnden halten. Jetzt aber mьssen wir fьr den Sieg unter weitestgehender Aufopferung unserer Bequemlichkeit kдmpfen. Auch und gerade die Kriegerfrauen werden das verstehen.
Sie werden es fьr ihre hцchste Verpflichtung halten, ihren Mдnnern drauЯen an der Front dadurch zur Seite zu treten, dass sie sich einer kriegswichtigen Arbeit zur Verfьgung stellen. Das betrifft vor allem die Landwirtschaft. Die Frauen der Landarbeiter haben hier ein gutes Beispiel zu geben. Es gilt fьr alle Mдnner und Frauen der Grundsatz, dass es fьr niemanden angebracht ist, im Kriege sogar noch weniger zu tun als im Frieden; die Arbeit muss auf allen Gebieten vermehrt werden. Man darf ьbrigens nicht den Fehler machen, alles, was jetzt nцtig ist, auf die Regierung zu schieben. Die Regierung kann nur die groЯen Rahmengesetze schaffen. Den Rahmengesetzen Leben und Inhalt zu geben, ist Aufgabe des arbeitenden Volkes; und zwar soll das unter der befeuernden Fьhrung der Partei geschehen. Schnelles Handeln ist hier erstes Gebot. Ьber die gesetzliche Verpflichtung hinaus also gilt jetzt die Parole: Freiwillige vor!
Hier appelliere ich vor allem als Berliner Gauleiter an meine Berliner Mitbьrgerinnen. Sie haben im Verlaufe dieses Krieges schon so viele edle Beispiele einer tapferen Lebensgesinnung gegeben, dass sie sich gewiss auch dieser Forderung gegenьber nicht beschдmen lassen wollen. Sie haben sich durch ihre praktische Lebensart, sowie durch die Frische ihrer Lebensauffassung auch im Kriege in der ganzen Welt einen guten Namen erworben. Diesen guten Namen gilt es jetzt durch eine groЯzьgige Handlungsweise zu erhalten und zu verstдrken. Wenn ich also meine Berliner Mitbьrgerinnen aufrufe, sich schnell, prompt und ohne viel Einwendungen einer kriegswichtigen Arbeit zur Verfьgung zu stellen, so weiЯ ich, dass alle diesem Appell Folge leisten werden. Wir wollen jetzt nicht ьber die Schwere der Zeit klagen oder uns einander etwas vorrдsonnieren, wir wollen, wie das nicht nur Berliner, sondern deutsche Art ist, zupacken, handeln, die Initiative ergreifen, selbst etwas tun und nicht alles den anderen zu tun ьberlassen. Welche deutsche Frau wollte es ьbers Herz bringen, sich einem solchen Appell, den ich vor allem fьr die kдmpfende Front an die deutsche Frauenwelt richte, zu entziehen? Wer wollte jetzt eine spieЯige Bequemlichkeit ьber das nationale Pflichtgebot stellen? Wer wollte jetzt noch angesichts der schweren Bedrohung, der wir alle ausgesetzt sind, an seine egoistischen privaten Bedьrfnisse denken und nicht an die ьber alledem stehenden Notwendigkeiten des Krieges?
Ich weise mit Verachtung den Vorwurf, den uns unsere Feinde machen, zurьck, dass das eine Nachahmung des Bolschewismus sei. Wir wollen den Bolschewismus nicht nachahmen, wir wollen ihn besiegen, und zwar mit Mitteln und Methoden, die ihm gewachsen sind. Die deutsche Frau wird das am ehesten verstehen, denn sie hat lдngst erkannt, dass der Krieg, den heute unsere Mдnner fьhren, ein Krieg vor allem zum Schutze ihrer Kinder ist. Ihr heiligstes Gut wird also in diesem Kriege durch den Einsatz des kostbarsten Blutes unseres Volkes beschirmt. Mit diesem Kampf der Mдnner muss die deutsche Frau auch nach auЯen hin spontan ihre Solidaritдt bekunden. Sie muss sich lieber morgen als ьbermorgen in die Reihen der Millionen schaffender Angestellten und Arbeiterinnen einreihen und das Heer der arbeitenden Heimat auch durch ihre eigene Person vermehren. Es muss wie ein Strom der Bereitschaft durch das deutsche Volk gehen. Ich erwarte, dass sich nun ungezдhlte Frauen und vor allem auch Mдnner, die bisher noch keine kriegswichtige Arbeit taten, bei den Meldestellen melden. Daneben vollziehen sich groЯzьgige Zusammenlegungen in unserer allgemeinen Wirtschaft. Das betrifft vor allem unser Versicherungs- und Bankenwesen, das Steuerwesen, unser nicht kriegs- und lebensnotwendiges Zeitschriften und Zeitungswesen, das betrifft fьr den Krieg entbehrliche Partei- und Verwaltungsbetriebe, aber auch eine weitere Vereinfachung der Lebensfьhrung unseres Volkes. Ich habe Verstдndnis fьr diese Opfer, und die Volksfьhrung ist bemьht, diese auf ein MindestmaЯ zu beschrдnken. Aber ein gewisser Rest wird ьbrig bleiben, der getragen werden muss. Nach dem Kriege werden wir das, was wir heute auflцsen, grцЯer und schцner denn je wieder neu aufbauen, und der Staat wird dazu seine helfende Hand leihen. Ich wende mich in diesem Zusammenhang eindringlich gegen die Behauptung, dass mit unseren MaЯnahmen eine Stilllegung des Mittelstandes oder eine Monopolisierung unserer Wirtschaft bezweckt wьrde. Nach dem Kriege wird der Mittelstand sofort wieder in grцЯtem Umfange wirtschaftlich and sozial wiederhergestellt. Sie streben nicht eine strukturelle Verдnderung der Wirtschaft an, sondern sind lediglich auf das Ziel ausgerichtet, den Sieg so schnell und so grьndlich wie mцglich erkдmpfen zu helfen. Ich streite nicht ab, dass uns auch angesichts der Durchfьhrung der eben geschilderten MaЯnahmen noch sorgenvolle Wochen bevorstehen.
Aber damit schaffen wir jetzt endgьltig Luft. Wir stellen diese MaЯnahmen auf die Aktionen des kommenden Sommers ein und begeben uns heute, ohne den Drohungen und GroЯsprechereien des Feindes irgendeine Beachtung zu schenken, an die Arbeit. Ich bin glьcklich, dieses Programm des Sieges Stьrmischer Beifall einem deutschen Volke vortragen zu dьrfen, das diese MaЯnahmen nicht nur willig auf sich nimmt, sondern sie fordert, und zwar dringender, als das je im Verlaufe dieses Krieges der Fall gewesen ist. Das Volk will, dass durchgreifend und schnell gehandelt wird. Es ist Zeit! Wir mьssen den Augenblick und die Stunde nьtzen, damit wir vor kommenden Ьberraschungen gesichert sind. Ich wende mich bei diesem Appell an das ganze deutsche Volk, besonders aber an die Partei als die berufene Fьhrerin der Totalisierung unserer inneren Kriegfьhrung. Sie steht nicht zum ersten Male vor einer derartig gigantischen Aufgabe. Sie wird diese Aufgabe mit dem an ihr gewohnten revolutionдren Elan zur Lцsung bringen.
Sie wird am ehesten mit Trдgheit und Indolenz, die sich hier oder da zeigen mцgen, fertig werden. Der Staat hat seine Rahmengesetze erlassen und wird deren in den nдchsten Tagen und Wochen weitere erlassen. Die Nebensдchlichkeiten, die in diesen Rahmengesetzen unbeachtet bleiben, mьssen vom Volke selbst unter der Fьhrung der Partei durchgefьhrt werden. Ьber allem aber, was wir jetzt unternehmen und lassen, steht fьr jeden gьltig das moralische Gesetz, nichts zu tun, was dem Kriege schadet, und alles zu tun, was dem Siege nьtzt. Wir haben uns in den vergangenen Jahren oft in unseren Zeitungen und Reden auf das friderizianische Beispiel berufen. Wir hatten gar keine Berechtigung dazu. Friedrich II. Schlesischen Krieg zeitweilig mit fьnf Millionen PreuЯen, wie Schlieffen berechnet, 90 Millionen Europдern gegenьber, und schon im zweiten der sieben hцllischen Jahre erlitt er eine Niederlage, die den ganzen preuЯischen Staat ins Wanken brachte. Er hat niemals genug Soldaten und Waffen gehabt, um seine Schlachten ohne grцЯtes Risiko zu schlagen.
Er betrieb seine Strategie immer als ein System der Aushilfen. Aber er verfolgte dabei den Grundsatz, den Feind anzugreifen, wo sich ihm eine Gelegenheit dazu bot, und ihn zu schlagen, wo er sich ihm stellte. Dass er Niederlagen erlitt, ist nicht das Entscheidende. Пусть тогда плюют, куда хотят, нам это безразлично. Предоставив жителей самим себе, мы сможем избежать ненужных столкновений с ними по поводу образа их жизни и создать себе наилучшие предпосылки для строительства наших собственных замкнутых немецких центров. Глядя на украинских детей, подчеркнул он, трудно предположить, что впоследствии их лица примут плоские, славянские черты. Самой большой ошибкой с нашей стороны было бы проявлять слишком много заботы о местном населении. Существует опасение, что мы со временем, незаметно для самих себя, в связи с тамошними условиями жизни сползем на более мягкое отношение к жителям. Чтобы этого не произошло, необходимо целиком отделить немцев от местного населения. Проживание немцев в украинских городах следует запретить безоговорочно. Даже если вне украинских городов немцам придется жить в бараках, то и это лучше, чем размещение в пределах города. А то иначе через короткое время начнется уборка этих городов и т. Между тем русские и украинские города вовсе не следует как-то благоустраивать или тем более украшать. Ведь наша задача состоит не в том, чтобы одаривать местное население более высоким уровнем жизни.
Зато чужих культур они уничтожили сотни. Чтобы «стать» немцем, ему пришлось бы отказаться от своей принадлежности к еврейству. Что для него абсолютно невозможно. Однако, очищение — длительный процесс, требующий продолжения. Die europдischen Staaten einschlieЯlich Englands behaupten, stark genug zu sein, einer Bolschewisierung des europдischen Kontinents, sollte sie einmal praktisch gegeben sein, rechtzeitig und wirksam entgegenzutreten. Diese Erklдrung ist kindisch und verdient ьberhaupt keine Widerlegung. Sollte die stдrkste Militдrmacht der Welt nicht in der Lage sein, die Drohung des Bolschewismus zu brechen, wer brдchte dann noch die Kraft dazu auf? Hier antworten stьrmische Rufe aus der im Sportpalast versammelten Menge: «Niemand! Sie wьrden im Bedarfsfall von seinen motorisierten Roboterdivisionen in wenigen Tagen ьberfahren werden. In den Hauptstдdten der mittleren und kleinen europдischen Staaten trцstet man sich mit der Absicht, man mьsse sich gegen die bolschewistische Gefahr seelisch rьsten. Das erinnert verzweifelt an die Erklдrungen der bьrgerlichen Mittelparteien aus dem Jahre 1932, dass der Kampf gegen den Kommunismus nur mit geistigen Waffen ausgefochten und gewonnen werden kцnne. Diese Behauptung war uns auch damals zu albern, als dass wir uns damit auseinandergesetzt hдtten. Der цstliche Bolschewismus ist nicht nur eine terroristische Lehre, sondern auch eine terroristische Praxis. Er verfolgt seine Ziele und Zwecke mit einer infernalischen Grьndlichkeit, unter restloser Ausschцpfung seines inneren Potentials und ohne jede Rьcksichtnahme auf Glьck, Wohlstand und Frieden der von ihm unterjochten Vцlkerschaften. Was wollten England und Amerika tun, wenn der europдische Kontinent im grцbsten Unglьcksfall dem Bolschewismus in die Arme fiele? Will man Europa von London aus vielleicht einreden, dass eine solche Entwicklung an der Kanalgrenze Halt machen wьrde? Ich habe schon einmal darauf hingewiesen, dass der Bolschewismus seine Fremdenlegionen auf dem Boden aller demokratischen Staaten bereits in den kommunistischen Parteien stehen hat. Keiner dieser Staaten kann von sich behaupten, gegen eine innere Bolschewisierung immun zu sein. Eine jьngst vorgenommene Nachwahl zum englischen Unterhaus ergab, dass der unabhдngige, d. Alle territorialen Verpflichtungen, die die Sowjetunion auf sich nimmt, besitzen in unseren Augen keinen effektiven Wert. Der Bolschewismus pflegt seine Grenzen auch ideologisch und nicht nur militдrisch zu ziehen, und darin ist eben seine ьber die Grenzen der Vцlker hinwegspringende Gefahr gegeben. Die Welt hat also nicht die Wahl zwischen einem in seine alte Zersplitterung zurьckfallenden und einem unter der Achsenfьhrung sich neu ordnenden Europa, sondern nur die zwischen einem unter dem militдrischen Schutz der Achse stehenden und einem bolschewistischen Europa. Darьber hinaus bin ich der festen Ьberzeugung, dass die lamentierenden Lords und Erzbischцfe in London ьberhaupt nicht einmal die Absicht haben, der bolschewistischen Gefahr, die bei einem weiteren Vordringen der Sowjetarmeen fьr die europдischen Staaten gegeben wдre, praktisch entgegenzutreten. Das Judentum hat die angelsдchsischen Staaten geistig und politisch schon so tief durchdrungen, dass sie diese Gefahr ьberhaupt nicht mehr sehen und wahr haben wollen. Wie es sich in der Sowjetunion bolschewistisch tarnt, so tarnt es sicii in den angelsдchsischen Staaten plutokratisch-kapitalistisch. Die Methoden der Mimikry sind bei der jьdischen Rasse bekannt. Sie geht seit jeher darauf aus, ihre Gastvцlker einzuschlдfern und damit ihre Abwehrkrдfte gegen von ihr stammende akute und lebensgefдhrdende Bedrohungen zu lдhmen. Zurufe aus der Menge: «Wir haben sie erlebt! Ьber unser Land hinweg reichen sich bereits das westeuropдische scheinzivilisierte Judentum und das Judentum des цstlichen Ghettos die Hдnde. Damit ist Europa in Todesgefahr. Ich schmeichle mir nicht, mit diesen Ausfьhrungen die цffentliche Meinung in den neutralen oder gar in den feindlichen Staaten alarmieren zu kцnnen. Das ist auch nicht ihr Zweck und ihre Absicht. Ich weiЯ, dass die englische Presse morgen mit einem wьtenden Geklдff ьber mich herfallen wird, ich hдtte angesichts unserer Belastung an der Ostfront die ersten Friedensfьhler ausgestreckt. Stьrmisches Gelдchter. Davon kann ьberhaupt keine Rede sein. In Deutschland denkt heute kein Mensch an einen faulen Kompromiss, das ganze Volk denkt nur an einen harten Krieg. Ich beanspruche aber als ein verantwortlicher Sprecher des fьhrenden Landes dieses Kontinents fьr mich das souverдne Recht, eine Gefahr eine Gefahr zu nennen, wenn sie nicht nur unser eigenes Land, sondern unseren ganzen Erdteil bedroht. Als Nationalsozialisten haben wir die Pflicht, Alarm zu schlagen gegen die versuchte Chaotisierung des europдischen Kontinents durch das internationale Judentum, das sich im Bolschewismus eine terroristische Militдrmacht aufgebaut hat, deren Bedrohlichkeit ьberhaupt nicht ьberschдtzt werden kann. Die dritte These, die ich hier nдher erlдutern will, ist die, dass Gefahr unmittelbar im Verzuge ist. Die Lдhmungserscheinungen der westeuropдischen Demokratien gegen ihre tцdlichste Bedrohung sind herzbeklemmend. Das internationale Judentum fцrdert sie mit allen Krдften. Genau so, wie der Widerstand gegen den Kommunismus in unserem Kampf um die Macht in unserem eigenen Lande von den jьdischen Zeitungen kьnstlich eingeschlдfert und nur durch den Nationalsozialismus wieder erweckt wurde, genau so ist das heute bei den anderen Vцlkern der Fall. Das Judentum erweist sich hier wieder einmal als die Inkarnation des Bцsen, als plastischer Dдmon des Verfalls und als Trдger eines internationalen kulturzerstцrerischen Chaos. Man wird, um das hier nur zu erwдhnen, in diesem Zusammenhang auch unsere konsequente Judenpolitik verstehen kцnnen. Wir sehen im Judentum fьr jedes Land eine unmittelbare Gefahr gegeben. Wie andere Vцlker sich gegen diese Gefahr zur Wehr setzen, ist uns gleichgьltig. Wie wir uns aber dagegen zur Wehr setzen, das ist unsere eigene Sache, in die wir keinerlei Einsprьche dulden. Das Judentum stellt eine infektiцse Erscheinung dar, die ansteckend wirkt. Wenn das feindliche Ausland gegen unsere antijьdische Politik scheinheilig Protest einlegt und ьber unsere MaЯnahmen gegen das Judentum heuchlerische Krokodilstrдnen vergieЯt, so kann uns das nicht daran hindern, das Notwendige zu tun. Deutschland jedenfalls hat nicht die Absicht, sich dieser Bedrohung zu beugen, sondern vielmehr die, ihr rechtzeitig und wenn nцtig mit den radikalsten GegenmaЯnahmen entgegenzutreten. Minutenlang hindern nach diesen Sдtzen zustimmende Sprechchцre den Ministeram Weiterreden. Der Krieg der mechanisierten Roboter gegen Deutschland und gegen Europa ist auf seinen Hцhepunkt gestiegen. Das deutsche Volk erfьllt mit seinen Achsenpartnern im wahrsten Sinne des Wortes eine europдische Mission, wenn es dieser unmittelbaren und ernsten Lebensbedrohung mit den Waffen entgegentritt. Wir lassen uns nicht durch das Geschrei des internationalen Judentums in aller Welt in der mutigen und aufrechten Fortfьhrung des gigantischen Kampfes gegen diese Weltpest beirren. Er kann und darf nur mit Sieg enden. Hier ertцnen laute Zwischenrufe: «Deutsche Mдnner, ans Gewehr! Deutsche Frauen, an die Arbeit! Es hatte deshalb nicht nur eine militдrische, sondern auch eine geistige und seelische Bedeutung fьr das deutsche Volk von tiefstgreifender Wirkung. Erst hier sind uns unsere Augen fьr die aus diesem Kriege erwachsende Problematik vollkommen geцffnet worden. Wir wollen jetzt gar nichts mehr von falschen Hoffnungen und Illusionen hцren. Wir wollen den Tatsachen, und wenn sie noch so hart und grausam sind, mutig in die Augen schauen. Denn jedes Mal noch hat es sich in der Geschichte unserer Partei und unseres Staates erwiesen, dass eine erkannte Gefahr bald schon auch eine gebannte Gefahr ist. Im Zeichen dieses heroischen Widerstandes stehen unsere weiteren schwersten Abwehrkдmpfe im Osten. Sie beanspruchen unsere Soldaten und ihre Waffen in einem Umfange, der uns bei allen bisherigen Feldzьgen vollkommen unbekannt gewesen ist. Im Osten tobt ein Krieg ohne Gnade. Der Fьhrer hat ihn richtig charakterisiert, als er erklдrte, es werden aus ihm nicht Sieger und Besiegte, sondern nur noch Ьberlebende und Vernichtete hervorgehen. Das deutsche Volk hat das ganz klar erkannt. Mit seinem gesunden Instinkt hat es sich auf eigene Weise einen Weg durch das Gestrьpp der tagesaktuell bedingten geistigen und seelischen Schwierigkeiten dieses Krieges gebahnt. Wir wissen heute genau, dass der Blitzkrieg des Polen- und Wesfeldzuges fьr den Osten nur noch eine bedingte Gьltigkeit hat. Hier kдmpft die deutsche Nation um ihr alles. Wir sind in diesem Kampf zu der Erkenntnis gekommen, dass das deutsche Volk hier seine heiligsten Gьter, seine Familien, seine Frauen und seine Kinder, die Schцnheit und Unberьhrtheit seiner Landschaft, seine Stдdte und Dцrfer, das zweitausendjдhrige Erbe seiner Kultur und alles, was uns das Leben lebenswert macht, zu verteidigen hat. Fьr diese Schдtze unseres reichen Volkstums hat der Bolschewismus natьrlich nicht das geringste Verstдndnis, und er wьrde auch im Bedarfsfalle darauf nicht die geringste Rьcksicht nehmen. Er tut das ja nicht einmal seinem eigenen Volke gegenьber. Die Sowjetunion hat das bolschewistische Kriegspotential seit 25 Jahren in einem Umfange ausgeschцpft, der fьr uns gдnzlich unvorstellbar war und deshalb von uns auch falsch eingeschдtzt wurde. Das terroristische Judentum hat sich in Russland 200 Millionen Menschen dienstbar gemacht, dabei seine zynischen Methoden und Praktiken mit der stumpfen Zдhigkeit der russischen Rasse vermдhlt, die deshalb eine um so grцЯere Gefahr fьr die europдischen Kulturvцlker darstellt. Im Osten wird ein ganzes Volk zum Kampf gezwungen. Hier werden Mдnner, Frauen, ja Kinder nicht nur in die Rьstungsfabriken, sondern auch in den Krieg getrieben. Die Massen von Panzern, die in diesem Winter unsere цstliche Front berennen, sind das Ergebnis eines 25jдhrigen sozialen Unglьcks und Elends des bolschewistischen Volkes. Dagegen mьssen wir mit entsprechenden GegenmaЯnahmen antreten, wenn wir nicht das Spiel als verloren aufgeben wollen. Ich gebe meiner festen Ьberzeugung Ausdruck, dass wir die bolschewistische Gefahr auf die Dauer nur niederringen kцnnen, wenn wir ihr, wenn auch nicht mit gleichen, so doch mit gleichwertigen Methoden entgegentreten. Die deutsche Nation steht damit vor der ernstesten Frage dieses Krieges, nдmlich der, die Entschlossenheit aufzubringen, alles einzusetzen, um alles, was sie besitzt, zu erhalten, und alles, was sie zum spдteren Leben nцtig hat, dazu zu gewinnen. Der totale Krieg also ist das Gebot der Stunde. Es muss jetzt zu Ende sein mit den bьrgerlichen Zimperlichkeiten, die auch in diesem Schicksalskampf nach dem Grundsatz verfahren wollen: Wasch mir den Pelz, aber mach mich nicht nass! Jeder Satz des Ministers wird von wachsendem Beifall und stдrkster Zustimmung begleitet. Die Gefahr, vor der wir stehen, ist riesengroЯ. RiesengroЯ mьssen deshalb auch die Anstrengungen sein, mit denen wir ihr entgegentreten. Es ist also jetzt die Stunde gekommen, die Glacehandschuhe auszuziehen und die Faust zu bandagieren. Wie ein einziger Schrei erbebt sich ein orkanartiger Beifall. Sprechchцre von den Galerien und Rдngen bestдtigen die volle Zustimmung der Menge. Es geht nicht mehr an, das reiche Kriegspotential nicht nur unseres eigenen Landes, sondern der uns zur Verfьgung stehenden bedeutenden Teile Europas nur flьchtig und an der Oberflдche auszuschцpfen. Es muss ganz zur Ausschцpfung gelangen, und zwar so schnell und so grьndlich, als das organisatorisch und sachlich ьberhaupt nur denkbar ist. Hier wдre eine falsche Rьcksichtnahme vollkommen fehl am Orte. Europas Zukunft hдngt von unserem Kampf im Osten ab. Wir stehen zu seinem Schutze bereit. Das deutsche Volk stellt sein kostbarstes nationales Blut fьr diesen Kampf zur Verfьgung. Der ьbrige Teil Europas sollte hierfьr wenigstens seine Arbeit zur Verfьgung stellen. Es gibt viele ernsthafte Kritiker auch in anderen Lдndern, die diese zwingende Pflicht bereits einsehen. Andere wieder bestreiten sie noch. Das aber kann fьr uns nicht ausschlaggebend sein. Wenn die Gefahr fьr sie allein gegeben wдre, so kцnnte man ihre Auslassungen als literarischen Unsinn bewerten, der keinerlei Bedeutung besitzt. Aber die Gefahr ist fьr uns alle gegeben, und deshalb mьssen wir uns auch alle dagegen zur Wehr setzen. Wer diesen Kampf im ьbrigen Europa heute noch nicht versteht, wird uns morgen auf den Knien danken, dass wir ihn mutig und unbeirrt auf uns genommen haben. Es дrgert uns nicht einmal, wenn unsere Feinde im Ausland behaupten, die MaЯnahmen, die wir jetzt zur Totalisierung des Krieges durchfьhrten, kдmen denen des Bolschewismus ziemlich nahe. Scheinheilig erklдren sie, daraus mьsse man also folgern, dass sich unter diesen Umstдnden der Kampf gegen den Bolschewismus ьberhaupt erьbrige. Es geht hier nicht um die Methode, mit der man den Bolschewismus zu Boden schlдgt sondern um das Ziel, nдmlich um die Beseitigung der Gefahr. Minutenlanger Beifall. Die Frage ist also nicht die, ob die Methoden, die wir anwenden, gut oder schlecht sind, sondern ob sie zum Erfolge fьhren. Jedenfalls sind wir als nationalsozialistische Volksfьhrung jetzt zu allem entschlossen. Wir packen zu, ohne Rьcksicht auf die Einsprьche des einen oder des anderen. Wir wollen nicht mehr im Interesse der Aufrechterhaltung eines hohen, manchmal fast friedensmдЯigen inneren Lebensstandards fьr eine bestimmte Volksschicht das deutsche Kriegspotential schwдchen und damit unsere Kriegfьhrung gefдhrden. Im Gegenteil, wir verzichten freiwillig auf einen bedeutenden Teil dieses Lebensstandards, um das Kriegspotential so schnell und so grьndlich wie mцglich zu erhцhen. Diese Aktion stellt keinen Selbstzweck, sondern nur ein Mittel zum Zweck dar. Umso hцher wird nach dem Siege wieder der soziale Lebensstandard unseres Volkes steigen. Предоставив жителей самим себе, мы сможем избежать ненужных столкновений с ними по поводу образа их жизни и создать себе наилучшие предпосылки для строительства наших собственных замкнутых немецких центров.
Глядя на украинских детей, подчеркнул он, трудно предположить, что впоследствии их лица примут плоские, славянские черты. Дети, как и большинство людей восточнобалтийского типа, светловолосы и голубоглазы; кроме того, они толстощекие и круглотелые, так что выглядят поистине мило. В противоположность им, наши дети - преимущественно нордического типа, в раннем возрасте они похожи на молодых жеребят: неуклюжие, со слишком тонкими и длинными ногами, угловатыми телами и лицами! Поэтому крайне необходимо принять меры против увеличения ненемецкого населения.
В этих условиях было бы, по мнению шефа, просто сумасбродством устраивать для ненемецкого населения оккупированных восточных областей систему здравоохранения, подобную немецкой. Не может быть и речи, сказал он, о прививках или каких-либо других профилактических медицинских мерах в отношении ненемецкого населения. Более того, у местных жителей следует пресекать даже стремление к подобным мерам охраны здоровья.
